Main Role: The Head of Operations is mainly responsible for leading the implementation of strategies to manage all aspects of the School’s properties including upkeep, care, maintenance, security, health and safety and facilities management in line with statutory and regulatory requirements. In addition, the purpose is to maintain refurbishments and other building advancements in terms of bidding, developing and procuring and to act as the School representative with the suppliers and contractors. Responsible for managing all projects ensuring they are completed on time and on budget, whilst maintaining quality and safety standards. Duties include: Strategic Development, Line management of the Head of Health & Safety and the Head of Security, Line management of the Maintenance team, To contribute to formulating the School’s operations strategy by assisting in the evaluation of school site and usage options and proposing creative and inspiring suggestions for improvements, To formulate a comprehensive 5-year site management and campus development plan, To effectively plan for CAPEX and annual OPEX budgeting, To chair the termly Health & Safety Committee meeting, To organise and chair the termly Operations/Health & Safety Parent Advisory Group Meeting, To implement the operations strategy using physical development plans directing the activities of staff, consultants and contractors, where appropriate, for the execution of such plans and manage progress with regard to time, quality and cost, To assist/manage the design and build of new projects from minor works e.g. refurbishment of office spaces to major projects e.g. the planned new School campus, To develop strong and positive working relationships with school staff to maximise the utilisation of campus spaces and their development, To ensure appropriate safeguarding and health and safety compliance and that all risk assessments and contractor safety checks are carried out, To ensure that full compliance with BQA and BSO regulations are met and that inspections are deemed to be Outstanding, Maintenance of Grounds and Buildings, Ensure that the School grounds, buildings and facilities are maintained to a high standard and meet the school’s current and future needs, Ensure daily and short term maintenance of all areas of the School (This will involve both reactive maintenance and prioritising a short, medium and long term maintenance programme), To manage the helpdesk functions for maintenance and general site requirements for teaching and lettings effectively, Prepare annual, budgeted plans for repairs and upgrades of School campus and facilities, Manage all works within budget, Provision of Utilities and Services, To take responsibility for and ensure all utilities provision, including water, gas and electricity is effectively managed and that usage minimises wastage, To ensure that boilers, air-conditioning, ventilation and mechanical equipment is maintained, insured and replaced as and when necessary, To work with the IT Head to facilitate the effective use and upkeep of all infrastructure, To provide adequate training, supervision and staff development for all employees within the Operations department, To ensure that all Operations staff and contractors comply with the safeguarding rules and procedures set by the school, To take responsibility for risk management in the Operations department including disaster, contingency and continuity planning and managing the development and maintenance of a risk register. To liaise with public utilities to ensure that the water and electrical services are working uninterrupted at all the schools, To investigate utility billings to ensure that they do not exceed budget and to inform the Executive Head if there are concerns, Liaison with all External Contractors, To act as the liaison with all external contractors on all matters to do with the operation of the School including (but not limited to) Transportation, Cleaning, Fire, Inspection, School Shop, Catering, Neighbours, Traffic, etc, To source external contracts, tenders, and bids Health & Safety, Fire Safety and Security. The Head of Operations will line manage the Head of Health & Safety who has overall responsibility for Fire Safety and the Security of the School. He/she must work alongside the senior management in the school to ensure all buildings comply with local and international H&S regulations. Embedding a culture of vigilance for Health & Safety within all staff in the School. Key areas of responsibility delegated to the Head of Health & Safety: Effectiveness and maintenance of Fire systems and training. To ensure Fire Risk Assessments and all relevant policy and procedures are fully compliant o To ensure all School facilities are secure. To ensure that risk assessments for all school buildings, grounds and activities are compliant and effective. To ensure that all electrical installations comply with the regulations. To ensure that accident/incident and near-miss forms are completed and properly recorded and that appropriate action is taken as and when required. Ensure that an annual PAT Testing of all equipment is completed and that the school meets all Fire Regulations. New Project Development: Consultation with Inspired staff and professional team to establish the requirements for new developments. Upon receiving Inspired confirmation to proceed, identify and appoint suitable professional consultants to enable the correct documentation to be created and submitted for national municipal approvals. Once the documentation has been compiled, manage and coordinate the tender process between the consultants, whilst liaising with the school management to determine their final requirements. During the construction period, coordinate regular construction meetings to ensure programming, health and safety, budgetary requirements and quality of building are managed to the required levels. Provide regular feedback to the senior management team involved in each project, detailing timing, cost, and any legal issues that may impact the group in the future. Track and report on all project progress. Review buildings for any risk issues and provide a solution for resolution. Identify areas of potential savings and ensure cost-cutting is beneficial and sustainable. Aid the school in the management of operational issues and problems that may be created by the building process. Assess program progress and where necessary, create alternative occupation planning with the School Management, ensuring schools will open on time and on budget. Ensure that the design and finishes specifications as proposed at the time of approval of the project are met. Ensure guarantees are provided on key equipment. Operational Matters. To ensure the effective deployment of the Operations team to provide the manpower needed to cover the setup, running, cleaning and security requirements for all day to day operational school and external contractor’s projects and activities.To liaise with the Finance and Procurement departments in any matters relating to capital and operational expenditures and budgets. To organise and Chair the Health and Safety Committee. General Duties To take responsibility for promoting and safeguarding the welfare of children and young people. To participate in the school’s staff appraisal system as appropriate.To present the best possible image of the school in general, and, in particular, in all contact and communications with the general public, visitors, parents, students, customers, suppliers and all other external organisations.To actively promote and market the school within the local community.To undertake training and staff development as needed and as determined by the school management.To undertake such other duties, commensurate with the post, which your managers or other members of the Senior Leadership Team may reasonably and occasionally require, including working evenings and covering for absent colleagues. Investigate areas of concern regarding school structures, utilizing correct consultants and provide the reports necessary for remedial action or reassurance. Coordinate suitable inspection procedures and maintenance. Help identify suitable trades or persons to help resolve any challenges. Review new technologies and equipment to provide proposals for improved efficiencies at the schools. Requirements of the role:Professional qualifications and/or experience in Building or Facilities Management, Health & Safety, Surveying etc. Senior-level understanding & experience of Construction Design and Management (CDM) regulations, property management and maintenance. Experience of managing a team of staff and demonstrable quality control. Understanding the legal and financial aspects of building and facilities management, with the ability to deliver significant and sustained cost control without detriment to the overall quality of service being provided. Ability to confront difficult issues and take difficult decisions, particularly in relation to staffing and financial matters. Skills: Fluency in spoken and written English to enable chairing of the Health & Safety Committee & checking of policies.
