Description
Duties include: Assist the Project Services Manager in liaising with the customer to clarify cost related issues and develop timely and meaningful monthly invoices. Ensure payment of invoices according to the contract terms. Preparation of project invoices. Preparation of monthly financial reports for the project; prepare other financial analysis as required on an ad-hoc basis. Implement financial controls including expenditure approval requests and cash flow projections. Preparation of budgets in conjunction with engineering and construction team members. Ensure effective coordination and cooperation between other team members, particularly in regards to costs, planning (forecasting) and related procurement matters. Promote the identification of potential areas of concern or improvement to maximise cost effectiveness on projects and work practices. Work closely with the cost control team. Provide advice and guidance to other personnel on overtime, time sheets and any other relevant procedures. Develop and maintain effective working relationships with team members and other personnel. Provide support to the Admin project team and other members of the Project Services team in fulfilling related cost control responsibilities. Maintain a high level of communication/interface with other cost and project control personnel on the project team. Monitor cost control applications to ensure project data integrity. Provide ad-hoc cost control support/advice to Project Services Manager and Project Director when required. Quality Assurance – Responsible for working within the provisions and guidelines of the Quality Assurance system. Safety – Responsible for personal safety and safe working practices. Understand all relevant documentation pertaining to the construction phase of the project including scope of services, conditions of contract, project execution plan, project schedule etc. Work within standard project cost engineering procedures; ensure that these procedures comply with contractual reporting requirements and, if not, modifying accordingly. Prepare activity plans to accomplish all work required by the field procedures and to ensure sufficient manpower availability. Prepare cost budgets from the cost estimate and update them on approval of contract changes and budget transfers. Disseminate non-confidential budget information to relevant personnel and groups, providing clarification and additional information where necessary and ascertaining commitment to budgets as the cost target. Generally instilling cost awareness in the project in the project organisation such that capital costs are controlled and changes to work scope are identified and quantified. Obtain from operating groups, the latest information pertinent to cost analysis and ensuring its accuracy and completeness. Attending meetings concerning cost matters. Liaise with Construction Project Planning Engineer on analysis of project status and review the impact of cost and schedule changes. Identify and analyse deviations and trends against the budgets; investigate such deviations with the relevant group and advise the Project Services Manager/Construction Director/Project Director of issues requiring immediate corrective action. Establish and maintain all cost recording documentation and provide comprehensive cost analysis. Review overall project status and forecasts with Construction Manager / Project Services Manager regularly. Prepare and record changes to scope and changes to forecast respectively. Ensure reconciliation on a regular basis. Liaise with corporate and customer accounting groups to establish a project cost control and reporting methodology. Develop, implement and assist in managing the project accounting and job costing system to meet project requirements. Ensure integrity of the data being processed. Interface with project personnel to develop project forecasts and analyse project costs. Proven computer literacy skills with experience in cost and project control computer applications. Proven ability to communicate effectively with others (verbally, in written communications and in presentations/meetings). Ability to effectively and efficiently plan/prioritize all areas of responsibility such as budgets, time management, resources, etc. Demonstrate an awareness and understanding of industry standard practices in cost control activities. Knowledge of project management systems interfaces i.e. planning tool (P6) and any other relevant systems. High level of customer focus. Well-developed technical and practical skills and able to consistently deliver quality, accurate and timely work to WorleyParsons and its customers. A minimum of 12 years’ experience in cost control. A minimum of 8 years’ experience in the Oil & Gas / Petrochemical industry. Bachelor’s Degree in engineering, finance, accounting, economics or relevant discipline; further relevant qualifications and/or equivalent experience.
