JOB OVERVIEW: The Technical Safety Officer's primary role is to support the Senior Manager Safety and Ground Operations in providing safety oversight of Health, Safety, and Environment requirements, along with Safety Management System support for the Maintenance and Engineering Departments. He uses his expertise and knowledge to develop, oversee management programs and systems which enhance safety and efficiency throughout the DHX Operational, Maintenance, and Engineering facilities and tasks, This position provides full support for the oversight for all aviation safety and health and safety aspects of Airline Engineering, Maintenance and Stores operations and facilities, Encourage and motivate staff to propose and share new ideas which will improve the SMS / Health and Safety system. Maintaining an energetic proactive approach with continued input and improvements to gain the respect and confidence of staff, Well planned time management will be the key to staying on top of a dynamic position. MAIN RESPONSIBILITIES: Undertake inspections, surveillance, risk assessment, and investigations for Engineering and Maintenance activities, Undertake analysis of safety report and flight data, present findings at the Engineering Safety Action Group, Maintain and implement safety oversight of Environmental programs within DHX, Maintain and implement safety requirements for contracted activities for Engineering and Maintenance functions, Support Airworthiness reviews, through the provision of relevant MOR reports in a timely manner to the nominated person undertaking the review, Participate in the emergency response program (ERP) and business continuity plan (BCP). In particular, support Engineering and Maintenance aspects of Aviation ERM and BCP, and ensure facility First Aid and Fire Warden Requirements are maintained, Maintain good relationships to facilitate mutual safety benefits and continuous improvement in standards, Maintain relations with external rule-makers to ensure current or intended changes to regulation or policy can be expeditiously reviewed and documentary amendments made, Proactive and responsive to customer needs, Supporting safety and quality programs and initiatives, Maintain regular networking and relationships, Safety analysis and reporting, Maintain good relationships to facilitate mutual safety benefits and continuous improvement in standards, Communicate, collaborate and support the Technical department, Liaise with Internal Departments, such as Airline Technical Departments; Airline Flight Operations Departments; All DHL Aviation EEMEA B.S.C. departments; Quality Assurance, Safety and Training Managers for the respective areas as well as other departments and other DHL entities within other countries from time to time, Operate within legal and tax compliance framework, Timely project deliverables within budget, Ensure vendor compliance with agreed operating procedures, standards, and service levels, Operate within the agreed expenditure, Maintain good relations and liaison with External Entities, such as Bahrain CAA; Bahrain Airport Company; Service Providers for Technical Departments; DHL Aviation EU; IATA; Airport and Civil Aviation Authorities; and others from time to time. Process: Adhere to the DHL Code of Conduct paying particular attention to Corporate Values, Provide expertise to assist the Airline, third party wet-lease operators, and Service Providers (through Technical Department) to achieve DHL safety standards, Conduct investigations, and provide assistance when required, to identify the root cause and establish corrective and/or preventative actions in relation to Technical and Health and Safety incidents and accidents, Support the Safety Audit program. Through inspections and audits, ensuring timely and efficient surveillance and actions taken to maintain high levels of safety and standards for Technical Department Safety and Health and Safety: Monitor Safety Reports and Technical Flight Data Events through oversight of the Safety Management System and Flight Data database system ensuring root cause and acceptable corrective actions are identified and implemented. EXPERIENCE, SKILLS & EDUCATION QUALIFICATION REQUIREMENTS: Must have a minimum of 3 years of experience in working in a similar role handling Technical Safety for an Airline / Aviation, Must have Experience of working within a quality system driven environment (ISO:9000 or similar), Must have Experienced with Root cause analysis, 5 Whys and Six Sigma methodologies, Minimum of Aircraft Maintenance qualification is required for this role, Must be IOSH or NEBOSH qualified to Diploma level, Aircraft Maintenance Human Factors qualified, Aircraft Maintenance Flight Data Analysis qualified, The candidate should be fluent in written and spoken English, enough to communicate at all levels in required Technical terms, Must be proficient in the use of PCs and applications such as Microsoft Office suite, in particular Excel, Outlook and Powerpoint.
